Hello. After testing, I noticed that offliners are restored properly which means that RestoreOffliners setting works.
Did you perform a proper restart/shutdown? Server will not save data upon clicking command line close button.

yes I gave a 300 second restart.
and my dedicated one day it turned itself off.
when I turned on the server the offline were not.

I put the project online.
for players, it's currently in beta mode.
and taking the opportunity to ask: Is Project L2jLisvus good for an online server?

As I pointed out, restart savings worked for me but if it happens again please let me know.
Either way, we include an offline save task every x hours to keep your stores safe from dedicated shut down, in the future.
