In general, you create a mysql user for external use.
Then, set your website up to perform queries to your server database using that user.
One fast solution on how to do it is to find an existing website and copy its database-related scripts.
Otherwise, you can check how project login server creates an account when auto-create-accounts is enabled and adapt that logic from Java to PHP.
